This is a beautiful sash buckle. I believe it leans towards Victorian or earlier based on the motif (snake). The yellow stone is a paste stone. The middle hinge piece is a different color to the brooch, more of a gold tone. Beautiful piece. Oh one of the snake's eyeballs looks like its been replaced, one is orange, and one is a cabochon pink (which I'm thinking is the original).
