It was made in Argentina in the 80´s by a company called Plastirama under the Hasbro´s License.

The condition is like you can see in the pictures.

The item in general is very good, the bubble has some bruises at the top and others at the base, the card is fine and has some folds and marks, but in general it is a figure in very good condition for the +35 years it has been has.
