This is a rare game spinner for the 1962 Haunted House, made by Ideal.
The numbers spin by lever action. The inner bellow is good, it just doesn't activate with the lever.
In a clever twist, rather than using a set of dice or a typical spinner for randomizing board movement, Haunted House used an owl spinner that hoots when the lever is pulled.
