This is a pair of A-1 deck pants, TROUSERS, EXTREME COLD WEATHER, IMPERMEABLE, made by the US military in 1977.

These nylon deck pants were primarily used by the U.S. Navy from the 1970s to the 1980s.
Designed for work in extremely cold maritime environments, the outer fabric is made of durable, waterproof, and cold-resistant nylon. The lining features a special brushed finish called nylon pile or nylon fleece, creating a double-faced construction that enhances warmth and provides exceptional comfort when worn.
The right side features a cargo pocket with a flap closure, while the left side has a flap pocket on the back. The cuffs have adjusters to prevent wind from entering.
The high-rise design makes these pants ideal for motorcycle riders, as they prevent wind from entering the waist area and can be worn as an over-pant. They feature a large brass zipper with a pull tab, and the two side loops, along with the belt loops on the waist, can be used to attach U.S. Military M-50 Trousers Suspenders.
