I picked this up for the age and intricate details. Appears to be dragons or winged lions of some kind. Initially I thought it was an artist's box for crayons or pencils...but after researching it appears to be a cigarette holder or skinny cigars. Hinged and opens revealing two rows of cylindrical slats with a stretched out band across each side. See all images for more info and details. Really a cool, interesting find. Marked Made in Italy.
